Climate change includes both global warming driven by human-induced emissions of greenhouse gases and the resulting large-scale shifts in weather patterns. Though there have been previous periods of climatic change, since the mid-20th century humans have had an unprecedented impact on Earth's climate system and caused change on a global scale.

Because responding to climate change falls on all USFWS employees, this Model applies to a broad range of occupational series and USFWS programs and covers areas from basic awareness to advanced topics. Individual USFWS staff can work with their supervisor to self-assess their proficiency level in each of the competencies and then identify those areas where increased proficiency is needed.
