Incremental Effects Memorandum for the Economic Analysis of the Proposed Rule to Designate Critical Habitat for Five Distinct Population Segments of the Green Sea Turtle

The purpose of this memorandum is to provide information for use in conducting an economic analysis of the proposed designation of critical habitat (terrestrial only, to include nesting and basking areas) for five distinct population segments (DPSs) of green sea turtle (Chelonia mydas) (herein after referred to as green turtle). The five DPSs include: the North Atlantic DPS (portions of the Atlantic and Gulf of Mexico Shorelines of the Continental U.S. and Puerto Rico), the South Atlantic DPS (U.S. Virgin Islands), the Central North Pacific DPS (Hawaiʻi and outlying islands), the Central South Pacific DPS (Palmyra Atoll and American Sāmoa), and the Central West Pacific DPS (Guam and the Northern Mariana Islands).
