Interim Endangered and Threatened Species Recovery Planning Guidance

The purpose of this document is to guide recovery planning under the Endangered Species Act of 1973 (ESA). Although every species has unique needs and circumstances, this guidance strives to ensure consistency in approach to the application of statutory, regulatory, and policy requirements in the development of recovery plans, to emphasize certain aspects of planning, and to assist in keeping plans useful and current.
