USFWS developed the DKey to streamline the process of reviewing actions for which “no effect” or “may affect, not likely to adversely affect” determinations for the NLEB are appropriate. This analysis is based on the best available scientific information and contains the analytical basis for those predetermined consultation outcomes. It also explains the basis for actions that do not warrant predetermined outcomes via the DKey and that should undergo additional review or consultation.
