1.1 Redelegation. The authority delegated to the Director pursuant to 242 DM 2 (also published as 031 FW 2) and 205 DM 5, 9, and 16 as they pertain to certain miscellaneous administrative services is redelegated below.
The subsection below (section 1.2A) was amended by 115 FW 1, section 1.17 on 5/18/2012.
1.2 Advertising.
A. Regional and Assistant Directors may authorize the publication of advertising, notices, or proposals pursuant to 44 U.S.C. 3702 (205 DM 5.1). Any redelegation of this authority outside the Chiefs of the Headquarters or Regional CGS Divisions must be filed with those divisions.
B. Regional Directors and the Assistant Director – Policy, Budget and Administration may approve paid advertising to attract candidates to employment with the Service in accordance with the provisions of 370 DM 332.
1.3 Telephone Service in Employee Residences. Regional Directors may authorize or approve payments for telephone service in private residences of Service employees in the field when the service is required for the efficient conduct of their official duties. (205 DM 5.2)
1.4 Transportation to and From Employee Residences.
A. Regional and Assistant Directors may authorize the use of taxicabs between the office and home when needed for the exigencies of Government or the safety of the employee.
B. Authority to approve the use of Government-owned or leased vehicles between the office and home is reserved to the Secretary, and this authority may not be redelegated. Procedures for requesting the Secretary's approval are found in 320 FW 5.1C.
1.5 Books, Subscriptions, and Library Memberships. Regional and Assistant Directors may authorize or approve orders and payments for books, subscriptions, and dues for related library memberships in societies and associations concerned with functions of the Service. This authority will be exercised in accordance with the provisions of 481 DM (205 DM 5.3A). Regional Directors may not redelegate the authority to approve library memberships (205 DM 5.3B).
1.6 Advisory Committee Management.
A. Authority to make written determinations for closed or restricted meetings of advisory committees for which the Service is responsible is reserved to the Director (205 DM 16.1).
B. Regional and Assistant Directors may publish notices in the Federal Register regarding meetings of advisory committees for which they are responsible. This authority will be exercised in accordance with the procedural requirement of 308 DM and may not be redelegated (205 DM 16.2).
C. Authority to publish notices in the Federal Register regarding renewals of advisory committees for which the Service is responsible is reserved to the Director (205 DM 16.3).
1.7 Testimony of Employees. Regional and Assistant Directors may grant written permission to their subordinates to testify in any judicial or administrative proceeding concerning matters related to the business of the Government or the contents of official records. This authority shall be exercised in accordance with the provisions of 43 CFR 2.82 and 6 AM 3 (TBP in 404 FW), and may not be redelegated.
