4.1 Purpose. The purpose of this chapter is to issue specific redelegations from the Director to the Assistant Director - International Affairs.
4.2 Management Authority. The Assistant Director is authorized to carry out the functions of the Management Authority as provided by 16 U.S.C. 1537a.
4.3 Scientific Authority. The Assistant Director is authorized to carry out the functions of the Scientific Authority as provided by 16 U.S.C. 1537a.
4.4 Fish and Wildlife Permits. The Assistant Director may issue, modify, suspend, and revoke permits and exemptions issuable under authority of the Endangered Species Act of 1973, as amended, and the Convention on International Trade in Endangered Species of Wild Fauna and Flora, 16 U.S.C. 1531-1543; Lacey Act, 18 U.S.C. 42, 44 and 16 U.S.C. 3371-3378; Marine Mammal Protection Act of 1972, as amended, 16 U.S.C. 1361-1384, 1401-1407; and Migratory Bird Treaty Act, 16 U.S.C. 703-711.
4.5 Federal Register Notices.
A. Delegation. The Assistant Director is authorized to sign Federal Register notices announcing the following:
(1) Receipt of applications for permits that are administered by the Office of Management Authority.
(2) Receipt of applications for approval of cooperative breeding programs under the Wild Bird Conservation Act.
B. Limitations. This authority may not be redelegated below the level of Branch Chief in the Office of Management Authority.
