7.1 Purpose. The purpose of this chapter is to issue specific redelegations from the Director to the Regional Director, Legacy Region 7 (Interior Region 11).
7.2 Kenai National Wildlife Refuge, Alaska.
A. Delegation. The Regional Director, Legacy Region 7 (Interior Region 11), is authorized to approve Cook Inlet Region, Inc. (CIRI) oil and gas surface use plan on the Kenai National Moose Range, Alaska.
B. Authority. Section 12(b) of the Act of January 2, 1976 (89 Stat. 1145, 1151) as amended; section I(b)(1) the incorporated "Terms and conditions for Land Consolidated and Management in Cook Inlet Area", as clarified are contained in the National Wildlife Refuge System Administration Act (16 U.S.C. 668 dd as amended), 200 DM 2.2 and 242 DM 2.1
C. Limitations.
(1) This delegation extends only to initial approval, amendment, or other modification approval and enforcement of the surface use plan required under section I(b) (1) of the "Terms and Conditions for Land Consolidation and Management in the Cook Inlet Area" only with respect to oil and gas interests owned by CIRI pursuant to an Act of Congress.
(2) The authority to approve the initial plan or modifications to the initial plan may not be redelegated. Enforcement authorities may be redelegated as appropriate.
7.3 CITES Export Permits
A. Delegation. The Regional Director is authorized to issue export permits for legally taken, sport-hunted American black bear (Ursus americanus) trophies and parts and products thereof that are being exported for non-commercial, personal purposes.
B. Conditions. Permit applications will be received and processed in accordance with the Service Import/Export Manual (or successor directive), and the conditions outlined in the Office of Scientific Authority memorandum of February 25, 1994, subject: No-Detriment Finding for Export of Certain Black Bear Specimens from Alaska.
C. Limitations. This authority does not include the export of live American black bears.
