Mr. McGowan is the Deputy for the West Tennessee National Wildlife Refuge (NWR) Complex.  His office is located at the Dyersburg headquarters and he helps oversee all of the refuges within the complex; Chickasaw, Lower Hatchie, Hatchie, Reelfoot & and Lake Isom NWR's.
