Patrick mediates and facilitates public engagement and stakeholder processes on natural resource, land use, transportation, energy, and water issues; often working with and between local, regional, state, and federal governments.

J. Michael Harty is a Principal and Senior Mediator for Kearns & West, overseeing the regional office in Davis, California. He has >20 years of experience in conflict management, mediation, facilitated decision making, and public outreach and engagement. Mike’s experience is in water rights, water quality, conjunctive water management, groundwater, flood risk management, oceans, mining, ecosystem restoration, and endangered species, and has worked with many local, state, & federal agencies.
Sarah Palmer
Collaboration & Conflict Management Specialist @US Department of the Interior
Sarah Palmer works in the DOI Office of Collaborative Action and Dispute Resolution where she provides convening, facilitation, and consensus-building services to DOI bureaus and offices for topics such as watershed collaboratives; advisory committees for Native American policy issues (e.g. Indian education, Trust reform, and administration); and organizational strategic planning and prioritization. Sarah also helps DOI agencies scope and budget for the DOI CADR IDIQ with Kearns and West.
