Pen and ink and wash drawing of redheads by Bob Hines. The artist joined the U.S. Fish & Wildlife Service staff in 1948 and was head of its Office of Audio Visual Services for several years and was in charge of the annual Duck Stamp Contest until his retirement in 1981.

Inscription: Front - "U.S. Department of the Interior. Void after June 30, 1947. Migratory Bird Hunting Stamp. $1." Back - "It is unlawful to hunt waterfowl unless you sign your name in ink on the face of this stamp."
