Apply to Join the E-Stamp Program (for State Wildlife Agencies Only)

Currently all enrollment for new states to the E-Stamp Program is suspended. This site will be updated as this situation changes.

Electronic purchases of the Federal Duck Stamp (E-Stamp) allow customers the ability to purchase a Federal Duck Stamp 24/7 from the convenience of their electronic devices. Anyone, anywhere, can purchase an E-Stamp from any of the 30 previously enrolled states. Customers pay a federal convenience fee to purchase E-Stamps and all physical stamps are distributed to the customer by the Service’s Duck Stamp distributor at the end of the migratory bird hunting season. The Service is not responsible for additional service fees imposed by the state but does request that states provide transparency for any additional fees they charge their customers.

In the 2024-2025 season, all previously enrolled states are covered by their previously signed MOU with the Service, signed financial agreements with the stamp distributor and are set to accept E-Stamp purchases through their state wildlife licensing portal. The physical stamps will be sent to the customers after March 10, 2025. Customers should be made aware that they also have the option of purchasing and carrying a signed physical Federal Duck Stamp during the 2024-2025 migratory bird hunting season.

If a customer wishes to purchase an E-Stamp, they will be issued an “e-certificate” which provides immediate, nation-wide use in lieu of obtaining the physical Federal Duck Stamp. Depending on the state a person is hunting in, the e-certification can be carried by the indicated owner either digitally or as a hard paper copy. E-Stamps are available for purchase by all customers regardless of age or other restriction, are not limited to migratory bird hunters, and customers do not have to be a resident of the state of which they are purchasing their online Federal Duck Stamp to use this service. States are asked to not limit the number of -E-stamps purchased by each customer; however, all E-Stamps are issued only to a registered customer/individual.

Who Needs It?

Currently 30 states are enrolled in the e-stamp program. While anyone anywhere can purchase an e-stamp from any of the enrolled states, most customers find it efficient to purchase all necessary hunting licenses and permits from one site. State Wildlife Agencies wishing to provide this convenience to their customers must first apply and be enrolled in the E-Stamp program through the Duck Stamp Office.

At this time, the Duck Stamp Office and USFWS are not accepting applications for new states to enroll in the program.
