This Memorandum of Understanding among the National Oceanic and Atmospheric Administration, the U.S. Fish and Wildlife Service, the Environmental Protection Agency, the U.S. Coast Guard, the Department of the Army, the Animal and Plant Health Inspection Service, and the U. S.
