These Standards apply to any project that:

(a)Is granted Federal financial assistance approved under the authority of the NorthAmerican Wetlands Conservation Act (NAWCA) or the Neotropical Migratory BirdConservation Act (NMBCA); and

(b)Occurs on lands or waters under the jurisdiction of the United States of America.
