The large (6-inch x 6-inch) PCB label is required as described below unless an item is too small (see 40 CFR 761.45). If an item is too small, you may use an identical small (2-inch x 2-inch) label.

Fluorescent light ballasts manufactured between July 1, 1979 and July 1, 1998

Manufacturers were required to mark with the statement “No PCBs.”
