OVERVIEW
1.1 What is the purpose of this chapter? This chapter establishes the National Aviation Management Plan (NAMP) as the U.S. Fish and Wildlife Service’s (Service) primary aviation policy document. Every bureau in the Department of the Interior with aviation functions must develop and maintain a NAMP.
1.2 What is the scope of this chapter and the NAMP? This chapter and the NAMP apply to the following personnel when their job includes aviation operations:
A. Service employees,
B. Volunteers,
C. Youth Conservation Corps members and students, and
D. Seasonal workers.
1.3 What is the authority for this chapter and the NAMP? The authority for this chapter is the “Department of the Interior (DOI) National Aviation Management Plan and Project Aviation Safety Plan Requirements” (DOI Operational Procedures Memorandum (OPM) - 06).
RESPONSIBILITIES
1.4 Who is responsible for the Service’s aviation management program? See Table 1-1 for a list of overall responsibilities. The NAMP provides more detailed information about designated responsibilities for each position.

C. National Aviation Manager (as of the date of publication of this policy, reports to the AD-MB) | (1) Serving as the principal aviation advisor for the Service, and (2) Managing all Service matters regarding aviation. |
D. Regional Directors | Ensuring that a safe and efficient aviation program exists in their Regions. |
E. Other aviation users, supervisors, pilots, and aircrew members | Complying with responsibilities as designated in the NAMP. |
